The Failure of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are released from multiple capitals. Significant resources is allocated on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "settlement".

Nighttime Reality

As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capacity provided through current data. From witness perspectives, military aircraft that had been deployed to intercept incoming guided weapons flew past – modern combat jets provided to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems engaged: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through partner states. Every deployment shakes the surroundings, shaking the windows. The moment of terror quickly transforms into resigned acknowledgment: perhaps the incoming missile won't cause damage this time, sparing the city from ruin and additional electricity failures.

Ongoing Risks

Following this, a heavy machine gun opened up on a drone in the vicinity, part of a defensive team – almost certainly imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its target.

Periodically, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, damage and infrastructure problems in numerous residences as a result of the evening attack. As typically, everyone still went about their day – living the war. But those 24 hours illustrated Ukraine's essential dependence on international aid – a reliance that neighboring countries are evidently unprepared to fill in the short term.

Unsuccessful Negotiations

The comprehensive proposal from US administration provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.

Every new proposal from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually win the battle. This trend will, no doubt, persist.

Strategic Calculations

It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership operates on a premise well known to seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is unfeasible to force Russia to relinquish the areas that it already controls in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through words or deeds, from believing that the current condition will not shift further in its advantage in the near future.

Divergent Views

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's government remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but avoiding a complete military breakdown until situations evolve in its favour.

Current Realities

Factually, there are no actual prerequisites for a armistice. Now, subjective factors are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will modify their basic position.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they stand together and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, largely rely on sustained allied backing.
